Went and checked it out, nice unit, looked good for it's age - 1996 BT Lifter L2000-U. It would lift fine empty but wouldn't lift under a load. Got the unit home and started tearing it down. Quickly realized the steer wheels needed all the bearings replaced. Drained the jack, fluid was pretty nasty.

The only thing I could find wrong was a busted seal, or 'scraper', in the relief valve piston assembly. Ordered bearings and a complete seal kit of eBay.
